The goal in launching this new working paper series is to foster research and collaboration at all University of California campuses in the area of energy and environmental economics. Working papers by UC researchers are eligible for inclusion in the E3 series. Unpublished papers (including drafts submitted for publication) by UC researchers are eligible. To submit a paper, please email an electronic version of the paper in an Adobe PDF format or send the URL of your paper in PDF format to Karen Notsund at knotsund@berkeley.edu . Every paper submitted should include an abstract (200 words or less in length) and contact information for all authors.
