Working papers by UC researchers are eligible for inclusion in the E3 series. Unpublished papers (including drafts submitted for publication) by UC researchers are eligible. To submit a paper, please email an electronic version of the paper in an Adobe PDF format or send the URL of your paper in PDF format to Karen Notsund at knotsund@berkeley.edu . Every paper submitted should include an abstract (200 words or less in length) and contact information for all authors.
